Waiting List Consultation - New Policy
November 2023
During the Members Q&A Meeting held in September 2021 the Management Committee confirmed that we would consult on our Waiting List Policy, which we did in July and August this year.

The consultation was sent to all of our members who number over 600 in total. We received 27 responses, all of which were from members who reside in Jordans Village.

While most who responded addressed the specific questions posed by the consultation, others also sent their own carefully considered views. We are most grateful to all who took the time to respond.

The Management Committee read every response. The Tenancy Sub-Committee were tasked with considering appropriate changes to the policy in light of the responses received. The changes made to the three main areas considered are explained below.

Eligibility
The vast majority of respondents were in favour of some sort of change to the eligibility criteria. However, the comments received, which were very constructive, indicated that there is a wide range of opinion on how this could be implemented. Some comments received were contrary to one another.

The Committee felt that some responses, which suggested increasing the initial eligibility period for all properties and widening the eligibility criteria for Puers Field flats, were worth considering.

As a result, we have
  • Amended the number of years of residence in Jordans before an applicant is eligible for Cottages and Cherry Tree Corner.
  • Allowed those residing in Outer Jordans to join the waiting list for Puers Field flats by adding a new Applicant Group.
We have also removed the Applicant Group “Partners”, as its use in practice falls within the definition of “Other”, and this change simplifies the Group definitions.

Regarding the question of whether JVL should close the waiting list to new applicants from time to time, the response was clear – the majority felt that it should not be closed. The Committee concurred with the majority and felt no changes are necessary.

We also changed the list of Applicant Groups into a table format, for consistency and clarity.

Points System
There were two significant suggestions made by respondents which the Committee noted in relation to downsizing, and the matter of how the child points in particular are allocated and managed.
  • Downsizing
In respect of downsizing, the Committee felt this could be incentivized by allowing tenants who wish to downsize to go to the top of the waiting list for an alternative property. This prioritization was not clear in the previous policy.
We have added a statement to the final paragraph of Section 7 which clarifies how the current rent a tenant is paying can be transferred when downsizing.
  • Child Points
The Committee noted the majority of comments were in favour of reviewing the child points system. We felt that child points should be higher to start with so that families had more chance of receiving an offer while their children are young.

The current system has been altered so that instead of 700 points, 1,000 Child Points are now allocated at birth. Once a child reaches its 9th birthday, the Child Points diminish by 100 points per year until their 19th birthday where the Child Points reach zero, at which point they are an adult and no longer of school age.

We have considered and modelled the effect and timing of these changes. We found that they produce the desired effect for families. Couples without children, eligible for 2-bedroom cottages, are largely unaffected by this change to the points system.

The Management Committee’s use of discretion
There were a range of comments on discretion from those who responded, and several extremely positive comments which were supportive of the Committee’s right to use its discretion.

Taking account of comments received with respect to section 8.1 of the current policy, the wording has been modified from “The Management Committee will decide the order….” to “The Management Committee reserves the right to decide the order…in exceptional circumstances” and further clarified how our discretion is used.

Our tenancy agreements will make clearer the expectation that JVL’s properties are to be the primary principal residence, to address other concerns raised by respondents. As a corollary to this, interviews with prospective tenants will be mandatory, and references taken up as required.

In addition to the changes to these three main areas, we also took the opportunity to review the consistency of wording and formatting throughout the document, and to improve definitions which we feel will make the new Policy easier to read and understand. The Application Fee has been increased to £30 to match the annual Subscription Fee. Minor amendments have been made to the Garage Waiting List Policy to be less prescriptive and reflect the accepted existing use.

JVL Climate Action Plan Statement

Climate change is one of the most significant issues facing the world today. The effects are being felt already. Met. Office data shows that since 1884 all the UK’s ten warmest years have occurred since 2002. In a special report of the Inter-Governmental Panel on Climate Change (IPCC), the United Nations highlights the need to take immediate action to limit the increase in average global temperatures to a 1.5°C threshold. Even an increase of half a degree beyond this will drastically worsen the risk of drought, floods, extreme heat, and poverty.

The challenge of climate change is a global issue, and everyone needs to play their part.

JVL agrees that:
  • Climate change presents a threat to our way of life
  • We recognise the need to act in-line with UK laws to bring all greenhouse gas emissions to net zero by 2050 which will help limit a global average temperature increase to 1.5°C, (https://www.gov.uk/government/news/uk-becomes-first-major-economy-to-pass-net-zero-emissions-law)
  • JVL must play its part by showing leadership on this issue
It may initially seem that JVL can do very little compared to larger community organisations but in fact there are many opportunities for us to run our affairs more sustainably, put climate action at the heart of our decision making, and inspire residents to make their own changes.

JVL has already taken the first steps to reduce energy wastage and carbon emissions from its properties by installing three solar panel arrays and improving insulation in most of its properties. It is planning further improvements that will ensure its properties all have an Energy Performance rating of C or better by 2028 and will search for solutions for electric car charging and the replacement of gas-fired boilers.

We intend to work with residents, businesses, and community groups to support Jordans in reducing carbon emissions, energy usage, and waste.
